In prepared remarks delivered to the council in Geneva, Johnson said, “Many of you have already raised concerns about the deployment of the National Guard in U.S. cities, the militarization of law enforcement, the abusive immigration crackdowns, and other serious setbacks in the protection of fundamental rights.”

Footage from Chicago and nearby Broadview showed tear gas and clashes between police and protesters in recent weeks, scenes Johnson cited as evidence of “a moral failure.” He described families “torn apart by immigration raids” and said federal agents “drag parents out of their vehicles in the pickup line for elementary schools” and “deployed tear gas on a children’s neighborhood parade.”

Johnson said these abuses have targeted both Black and immigrant communities, describing “military-style raids” in Chicago’s South Shore neighborhood and “a Black Chicagoan placed in a chokehold… steps from the doors of the Westside Center for Justice.”

Calling for international oversight, he told the council, “No country should be above international law. Human rights are universal – or they are meaningless.”

Referencing Chicago’s civil rights history, Johnson said the city “has long insisted that global human rights norms must be realized locally.” He said the American people “deserve a government that honors their dignity, not one that diminishes it.”
