शाहीन शाहीद भारत के अंदर अलग-अलग जगहों पर रिक्रूटमेंट सेंटर खोलने की तैयारी में थी। उत्तर प्रदेश में एक रिक्रूटमेंट सेंटर खोलने के लिए जगह ढूंढ रही थी। दो जगह दो शहरों को चिन्हित किया गया था शुरुआती तौर पर। एक उत्तर प्रदेश का हापुड़ जिला और दूसरा उत्तर प्रदेश का सहारनपुर जिला। इन दो जगहों पर रिक्रूटमेंट सेंटर खोलने की तैयारी में शाहीन शाहिद थी और पिछले 6 महीने से ये पूरी नोटिस ऑपरडी जारी थी।
