TODAY 23 States Declare Emergency as Massive Arctic Storm Moves East

A crippling winter storm is on the move across the United States with nearly 200 million people from New Mexico to Maine caught up in the middle of bitter cold, dangerous ice and more than a foot of snow in some places. At least 23 states have declared an emergency as southerners shelter from freezing temperatures. NBC’s Ryan Chandler reports for Sunday TODAY.
