Russia launched deadly strikes on Kyiv and Kharkiv as high-level talks between Ukraine, Russia and the United States opened in Abu Dhabi. Ukrainian officials said at least one person was killed and more than 15 injured in overnight attacks involving drones and missiles. Kyiv’s mayor reported fires, damaged buildings and disruptions to heating and water supplies, while Kharkiv was hit by Iranian-made Shahed drones, wounding at least 11 people.

Russia has sent a delegation led by GRU chief Igor Kostyukov to the talks. President Volodymyr Zelenskyy said negotiations are being held at “negotiator level” for the first time in a long period, marking the highest-level known engagement between the three sides since the war began. The strikes have further worsened Ukraine’s energy crisis as winter cold deepens.
