President Ferdinand Marcos Jr. has declared a state of emergency after Typhoon Kalmaegi swept through the central Philippines, leaving at least 142 people dead and 127 missing. Most casualties were caused by flash floods in Cebu province. The powerful cyclone, the deadliest to hit the country this year, exited into the South China Sea on Wednesday after causing widespread devastation.
