U.S. President Donald Trump’s newly unveiled 28-point peace plan has dealt a major blow to Ukrainian President Volodymyr Zelensky, forcing Kyiv to slash its armed forces by over 200,000 troops—down to a maximum of 600,000, with further reductions possible—under strict monitoring as a core security guarantee to Russia. The blueprint, praised in Moscow and met with alarm in Kyiv and European capitals, demands that Ukraine cede Crimea, Luhansk, and Donetsk to Russia, freeze current frontlines, constitutionally abandon all future NATO ambitions, and hold fresh elections within 100 days. In exchange, Kyiv would receive $100 billion in frozen Russian assets for reconstruction, but lose any ability to host foreign troops or build up long-range weaponry, with EU fighter jet deployments restricted to Poland.
