The court stated that the CBI failed to provide adequate evidence to frame charges, despite making serious allegations. The judge noted that when allegations are made against persons holding public positions, the prosecution bears responsibility to prove them. The court remarked that this was the first time such a charge sheet had been seen with numerous lacunas and missing documents, with allegations unsupported by required witness statements or evidence. The CBI is expected to challenge the discharge order before the Delhi High Court.
