The mayor of Barrie, Ont. has declared a state of emergency to crackdown on homeless encampments and the growing opioid crisis.

On his tough and unprecedented approach, Mayor Alex Nuttall claims the ever-expanding encampments pose a public safety risk, saying they have to go.
