Japan has introduced regulations allowing police to use rifles against wild bears in towns and cities, effective November 13, 2025. The measure follows a surge in bear attacks this year, with over 100 reported incidents and at least 13 fatalities since April, according to government data. Authorities say the regulation is necessary to protect residents, while some experts and animal welfare groups question whether lethal measures are the most effective approach.
