Tropical Storm Melissa brought heavy rain and flooding to the Dominican Republic, damaging roads and leaving vehicles partially submerged in San Juan de la Maguana. The Emergency Operations Centre raised red alerts for 11 provinces and the National District. President Luis Abinader said precautionary measures would remain as the storm, moving slowly at 4 km/h, continued to threaten the region with sustained winds of 75 km/h and the risk of further flooding.
