Fu Cong, China’s permanent representative to the United Nations, said the UN Security Council should focus on de-escalation rather than lending legitimacy to unauthorized military actions.

Speaking after a vote on a draft resolution concerning the Strait of Hormuz, Fu stressed that no action should serve as a “license” for the use of force or further inflame tensions. The draft resolution was vetoed by China and Russia, both permanent members of the council, despite receiving 11 votes in favor. Pakistan and Colombia abstained.
