NBC News 196 million under winter weather alerts as massive storm brings dangerous cold and snow

An arctic blast and disruptive winter storm is plunging tens of millions of Americans into dangerous cold, snow, ice and sleet. Seventeen states have declared state of emergencies as more than half the country from Arizona to New England are under winter weather alerts. NBC News’ Ryan Chandler has the latest.
