Deadly accidents at rest areas / KBS  2025.11.12.

A few days ago, a woman in her 60s was struck and killed by a car at a highway rest area.

It’s a place where few would expect such an accident to happen — yet there were more than 150 similar cases just last year.

Reporter Choi Min-young explains why rest areas are not as safe as they seem.

A black car is surrounded by police tape, and moments later, an ambulance arrives at the scene.

On Nov. 9, a pedestrian in her 60s was hit and killed by a car at this highway rest area.

[Witness/Voice altered: “The car ran her over… she was under the wheel… then 119 (emergency responders) came.”]

The driver told police that he “did not see the pedestrian.”

Highway rest areas are spaces where both vehicles and pedestrians move about together.

We examined firsthand what makes them particularly dangerous.

Cars enter through the rest area access road.

Although the speed limit — 30 km/h — is the same as in a school zone, few drivers seem to follow it.

[“On average, vehicles are entering at around 35 to 40 kilometers per hour. (What about this one?) It’s going 42 kilometers per hour.”]

Cars are parked across pedestrian walkways,

[“When drivers back up without checking for pedestrians, accidents can easily occur.”]

while pedestrians are often seen running or walking while looking at their phones.

As a result, near misses between cars and people happen frequently.

[Rest area visitor/Voice altered: “Hardly anyone stops when a car comes by. Most people just keep walking.”]

Because both drivers and pedestrians tend to lower their attention here, extra caution is needed.

[Jung Seung-hee/Chief, Highway Patrol Division, National Police Agency: “Rest areas are shared spaces where vehicles and pedestrians move together. Drivers arriving after long-distance trips are often fatigued, which makes these places especially vulnerable to accidents.”]

Last year alone, there were more than 150 traffic accidents inside highway rest areas — resulting in two deaths and over 260 injuries.
