UN votes to remove sanctions on Syrian officials amid policy shift
The United Nations Security Council has lifted sanctions on Syrian President Ahmed al-Sharaa and Interior Minister Anas Khattab, ahead of al-Sharaa’s scheduled meeting with U.S. President Donald Trump at the White House on Monday, November 10. The U.S.-drafted resolution, adopted on Thursday, November 6, passed with 14 votes in favor, while China abstained. Washington has been advocating for months within the 15-member Council to ease sanctions on Syria. The move follows Syria’s 13-year civil war, which culminated in the ousting of President Bashar al-Assad in December by insurgent forces led by the Islamist group Hayat Tahrir al-Sham (HTS), formerly the Nusra Front and al Qaeda’s official Syrian branch until 2016. HTS and several of its leaders, including Sharaa and Khattab, have been subject to UN sanctions, including travel bans, asset freezes, and arms embargoes. A July UN report noted no “active ties” between HTS and al Qaeda this year, coinciding with President Trump’s announcement in May of a major U.S. policy shift to lift sanctions on Syria.
