Tariff, submarine talks ongoing / KBS 2025.11.06.

It was said that a joint explanatory document containing the results of the Korea-U.S. tariff and security negotiations would be released this week, but Thursday has already passed.

It is reported that discussions are still ongoing regarding the issue of nuclear-powered submarines and the timing of tariff reductions.

For now, the presidential office has confirmed once again that the announcement will be made within this week.

The explanatory document, or ‘fact sheet’, which was expected to be announced soon after the conclusion of the tariff and security negotiations at the Korea-U.S. summit on the 29th of last month.

Although the timing of the announcement has not yet been set, it is reported that final adjustments are being made on several issues.

In the security sector, the nuclear-powered submarine issue is a point of contention, and it is explained that it takes time due to the need to coordinate opinions among various departments in the U.S.

Regarding tariffs, a senior official from the presidential office stated that they have completed the organization of the fact sheet and the memorandum of understanding.

In particular, the ‘commercial rationality’ clause, which is a mechanism for recovering the principal of our investment in the U.S., will be included in Article 1 of the memorandum of understanding, the presidential office confirmed.

However, it is reported that there is a last-minute tug-of-war regarding the timing of retroactive tariff reductions on automobile items.

The presidential office emphasized again that there should be no major issues with the fact sheet being released this week.

The presidential office sees that the memorandum of understanding does not require ratification by the National Assembly and plans to take follow-up measures through the enactment of a special law related to the U.S. investment fund.
