Russian Deputy Foreign Minister Sergei Ryabkov said talks with Washington need “thorough preparation” and insisted the New START treaty cannot be extended further, though Moscow proposed maintaining quantitative limits for a year if the U.S. avoids destabilising strategic steps. Speaking in Moscow, Ryabkov urged that the Anchorage framework be filled with substance, pushed for resuming direct flights with the U.S., and reaffirmed close coordination with Caracas, blaming U.S. military activity in the southern Caribbean for rising tensions. He also demanded the return of seized diplomatic property, calling the situation a serious breach of international norms.
